About Luton and Dunstable University Hospital Emergency Department

The start of 2015 saw us secure a commission to assist Bedfordshire Hospitals NHS Foundation Trust to deliver designs for the redevelopment of the hospital into a major emergency centre for the local area North of London.

At the end of 2020 the Trust embarked on the refurbishment and expansion of their ED to meet future demand as well as its reconfiguration to respond to the Covid-19 pandemic. In addition, a new main entrance to serve both the ED and main hospital formed part of the project.

We were engaged direct by the Trust via the NHS SBS framework to set the strategic brief and outline designs before novation to Willmott Dixon to complete the design and provide construction support.

On completion the Trust will have the following facilities:

  • 12 majors’ bays
  • 2 flexible bays
  • Paediatric HDU / Resus
  • 9 paediatric bays
  • 7 mini majors’ bays
  • 5 rapid assessment bays
  • 3 dedicated mental health rooms
  • An additional CT Scanner

Design commenced during the winter of 2020/21 when the hospital was at full capacity dealing with winter pressures and the pandemic. We therefore adapted how we set the brief with the Trust, taking the lead in setting strategies to minimise Trust workload.

As part of this we undertake major plant option appraisals to identify an economic solution balancing the introduction of new with reusing existing. This resulted in the provision of a new substation to provide future capacity for the wider redevelopment.

Working closely with key stakeholders to review applicable standards, we provided a detailed design compliance schedule setting out deviations and the impacts for Trust sign off whilst demonstrating patient safety, environmental conditions and clinical functionality were not compromised.

We incorporated provision of decant facilities reflecting the heavily phased construction so clinical operations are maintained in full for the duration of the works which include resuscitation, MRI and theatres.

Due to restricted access our designs have been based on available record documentation with an ‘opening up’ period allowed in the programme to redesign on site collaboratively with the team when ceilings are removed.

Our designs solutions will deliver environments suitable for the highly serviced and critical accommodation, using less energy and carbon, plus responding to the bespoke BRE BREEAM assessment.

“TB&A have been the principal M&E services Consultant retained by the Trust for over five years. Alan Newman has led the TB&A team throughout. He has been closely involved with the work, and has recognised the importance placed by the Trust on clearly specifying the scope of work required and on delivering solutions that deliver value for money to the Trust. The TB&A team are well integrated into the Redevelopment and the Estates teams, and continue to provide sound professional advice”
